Establishes the family security act.

Changes the name of the family leave insurance program to the family and medical leave insurance program.

Changes the name of the family leave insurance account to the family and medical leave insurance account.

Provides for workers so they can care for family members with a serious health condition or recover from their own serious health condition.

Expands the duties of the employment security department with regard to the program.

Authorizes the director of the department of labor and industries to lend funds from the supplemental pension fund to the family and medical leave insurance account.

Provides a business and occupation tax credit for an employer that hires a replacement worker to replace an employee who has taken family and medical leave.
