Requires the department of enterprise services to develop a state policy on the purchasing and use of cellular telephone communications devices and services, the purchasing and use of state agency mailings, the use of agency-based printing, and the acquisition of motor vehicles, to be applicable to all agencies and institutions of state government.

Requires the office of financial management and the department of enterprise services to jointly establish a work group on central services rate methodology to examine the methods by which the costs of state agency central services are allocated among the agencies and institutions of state government.
