Modifies child welfare system provisions with regard to extending certain deadlines concerning performance-based contracts, child welfare demonstration sites, duties of the department of social and health services, and duties of the governor in deciding whether to expand or terminate chapter 520, Laws of 2009 relating to improving child welfare outcomes through the phased implementation of strategic and proven reforms.
