EFFECT: (1) Provides that input solicited from persons and organizations with an interest or expertise in preapprenticeship programs must include persons or organizations with expertise in employer-based preapprenticeship programs.

(2) Requires the office of the superintendent of public instruction to include identifying opportunities to increase the number of employer-based preapprenticeship and youth apprenticeship opportunities and identifying any barriers to employers starting such programs in its report to the legislature.
