EFFECT: Adds environmental and development regulations as laws that vest at the time of a completed building permit application or proposed division of land. Changes an inclusion of land use control ordinances enacted for the purpose of complying with state law to "without respect to whether the regulation or ordinance was enacted" to comply with state law.
