EFFECT: Expands the prohibition on unions making campaign contributions to gubernatorial candidates to any corporation or nonprofit that has a contract with the state; and expands the prohibition for political committees making independent expenditures or contributions unless they did not accept contributions from any corporation or nonprofit that has a contract with the state or has not segregated those contributions.
