On page 2, after line 12, insert the following:

"(5) This section does not apply to counties located west of the crest of the Cascade mountains with a population between seven hundred forty thousand and eight hundred forty thousand and more than two million."

On page 4, after line 11, insert the following:

"(6) This section does not apply to counties located west of the crest of the Cascade mountains with a population between seven hundred forty thousand and eight hundred forty thousand and more than two million."

EFFECT: Excludes counties with a population between 740,000 and 840,000 and more than two million from provisions that allow schools to be sited outside an urban growth area when certain requirements are met.
