    EFFECT:   Adds language to specify that the community-based organizations to deliver the respite care established in the bill shall be nonprofit entities.

 

Adds biological parent advocates to the group to consult with DSHS to identify a system of support services to be provided to foster parents to assist them in their parental efforts with foster children and a plan to implement these services statewide.

 

Adds a biological parent advocate to the Case Review Panel that will review foster care cases where permanency has not been achieved for children within 12 months after being placed in out-of-home care.

 

Removes language requiring the court to weigh the importance of establishing timely permanency for the child when considering granting a continuance and removes language requiring the court to only grant continuances when it is in the best interest of the child.

 

Adds preventing out-of-home placement as an allowable use of the Child Welfare System Improvement Account.
