EFFECT: (1) Directs the health benefit exchange to consult with the Secretary of State to establish other criteria and procedures for the automatic transmission of voter registration information.

(2) Allows the health benefit exchange to share information used to verify identity with federal agencies under any circumstances until an applicant is registered to vote.

(3) Removes requirement that the health benefit exchange implement automatic voter registration as a qualified voter registration agency.
