EFFECT: Corrects technical errors and provides clarifying language.

1. Clarifies which type of district is being referred to in order to prevent confusion (either high or nonhigh).

2. Adds additional clarifying language to ensure that the enrichment definition reflects the same definition as in other parts of the code.

3. Changes the percentage to reflect what running start funding for CTE students currently is.
