On page 19, beginning on line 17, strike all material through line 18 and insert the following:

"(7) This section does not apply to ((sales)):

(a) The sale of pistols or semiautomatic rifles to licensed dealers for resale or to the sale of antique firearms; or

(b) The sale of semiautomatic rifles to a person who is an active duty member of the armed forces of the United States, a member of the national guard or the reserves of the armed forces of the United States, or an honorably discharged veteran."

On page 27, line 4, after "laws" strike "or" and insert "((or))"

On page 27, line 7, after "relic" insert "; or

(j) A sale or transfer when the purchaser or transferee is an active duty member of the armed forces of the United States, a member of the national guard or the reserves of the armed forces of the United States, or an honorably discharged veteran"

EFFECT: Exempts military members or veterans from the requirement to obtain a state background check in order to purchase a semiautomatic rifle and the prohibition against purchase for persons under age twenty-one.
