Establishes the legislative transparency act.

Requires the records of state legislators and their offices to be made publicly available.

Requires the secretary of the senate and the chief clerk of the house of representatives, respectively, to be the appointed public records officers for requests made to the senate or house, including each state legislative office in each house.
