Requires the governor to make prioritized allotment reductions, beginning with budgets enacted for the 2019-2021 fiscal biennium, if: (1) A veto of appropriations or revenue legislation results in a projected maintenance level that exceeds available fiscal resources in the ensuing biennium; or

(2) The legislature enacts an operating budget that complies with the ensuing biennium balance requirement, but vetoes of appropriations or revenue legislation result in projected maintenance level expenditures for the ensuing biennium that exceed projected available fiscal resources for the ensuing biennium.
