Addresses the adoption of rules by the state board of health regarding inspections and failures of on-site sewage systems.

Prohibits a local health officer from denying or conditioning an application to install an on-site sewage system serving and located on a single property upon the granting of an easement allowing for the inspection or maintenance of the on-site sewage system.
