Establishes the military families' ACCELS act.

Creates the military families' access to child care and early learning supports program to provide child care for children of enlisted service members of any branch of the armed forces of the United States.

Requires the department of children, youth, and families to collaborate with the employment security department and branches of the United States military to design and conduct an annual survey of the child care needs of military families.

Provides that participation in the early achievers program is voluntary for licensed or certified child care centers and homes providing care under the military families' access to child care and early learning supports program.
