Prohibits a tow truck operator from selling a vehicle, until criteria provided in the servicemembers civil relief act has been satisfied, if the legal or registered owner shows an active duty military status as provided by the department of licensing.

Allows a tow truck operator to hold a vehicle for longer than ninety days without holding an auction on the vehicle, if the vehicle is subject to the servicemembers civil relief act.
