Requires the state board of health to establish allowable concentrations of health-affecting contaminants in drinking water.

Provides that the state board of health must prioritize monitoring of the highest risk public water systems and this monitoring may be ongoing or one-time monitoring as appropriate to identify and address risks to public health.
