Authorizes the board of trustees for each college district, acting independently and on behalf of its own college district, to: (1) Employ one or more school resource officers who are commissioned law enforcement officers of the state;

(2) Approve safety officers to carry weapons;

(3) Contract with local law enforcement agencies to provide security services for the college; or

(4) Establish a safety force comprised of officers that may be commissioned law enforcement officers and may carry weapons.

Requires the state board for community and technical colleges and the Washington association of sheriffs and police chiefs to develop a template contract and accompanying information to assist community and technical colleges in contracting for the provision of security.
