Requires the growth management hearings board to: (1) Index, topically and by party, all published rules and decisions; and

(2) Arrange for the reasonable distribution of the rules and decisions reasonably soon after issuance.

Requires rulings, decisions, and orders, issued before the beginning of 2019, to be published by the end of 2019.
