Revises the definition of "eligible pupil," for purposes of the transitional bilingual instruction program, to include an enrollee of the school district: (1) Who was not born in the United States or whose primary language is not English;

(2) Who is Native American, Alaska Native, or certain native residents from an area where a language other than English has had an impact on his or her English proficiency;

(3) Who is migratory, whose primary language is not English, and comes from an environment where a language other than English is dominant; and

(4) Whose difficulties with English may be insufficient to meet certain requirements.
