Prohibits a rule from being adopted except within the power delegated to the agency and as authorized by law.

Requires, beginning July 1, 2019, a rule adopted or amended before November 1st of any year to expire on June 1st of the year following adoption unless the legislature postpones the expiration.

Prohibits an expired rule from being readopted by an agency unless expressly authorized by statute.
