EFFECT:   Amends what "prohibited discrimination" includes by removing references to "materially adverse action" and action having a chilling effect on a reasonable employee's engagement in protected activities; and instead provides that "prohibited discrimination" includes an action that would deter a reasonable employee from exercising their rights under the chapter.
