On page 7, after line 18, insert the following:

"NEW SECTION. Sec. 8. Notwithstanding RCW 43.06.220(2)(g), no portion of this act may be waived or suspended by the Governor during a proclaimed state of emergency."

Renumber the remaining sections consecutively and correct any internal references accordingly.
