| EFFECT: (1) Makes Working Connections Child Care (WCCC) eligibility provisions effective July 1, 2021, instead of July 1, 2025. (2) Makes WCCC copayment provisions for household incomes effective July 1, 2021, instead of July 1, 2025. (3) Increases WCCC subsidy base rates to the 85th percentile beginning July 1, 2021, instead of July 1, 2023. (4) Increases Early Childhood Education and Assistance Program (ECEAP) rates by ten percent beginning July 1, 2021 instead of July 1, 2023. (5) Appropriates $547,728,000 during the 2021-23 biennium for the purpose of funding this act, including funding an additional 1,000 ECEAP slots in the 2021-22 school year and an additional 1,000 ECEAP slots in the 2022-23 school year. (6) Strikes the null and void clause, which made the bill null and void unless funded in the operating budget.
