On page 8, line 1, after "Sec. 3." insert "Notwithstanding RCW 43.06.220(2)(g), no portion of this act may be waived or suspended by the Governor during a proclaimed state of emergency.

NEW SECTION. Sec. 4."

EFFECT: Provides that no portion of the bill may be waived or suspended by the Governor during a state of emergency.
