On page 2, after line 29, insert the following:

"(4) The provisions of this section do not apply to a prospective tenant responsible for past due rent that accrued before February 29, 2020, the date on which the governor declared a state of emergency due to COVID-19."

EFFECT: Exempts a prospective tenant from the protections of the act if the tenant had past due rent that accrued before February 29, 2020.
