EFFECT:   Amends the term "partially complete" as it modifies the term "frame or receiver," by removing the definition's inclusion of articles that have reached a stage of manufacture where the article is clearly identifiable as an unfinished component part of a firearm and revising the term to cover articles that have reached a stage of manufacture where the article is clearly identifiable as a firearm frame or receiver.
