EFFECT:   Removes the formula for persons born before January 1, 1968, to receive partial benefits if they do not meet the ten-year minimum for paying Long-Term Services and Supports Trust Program (Trust Program) premiums. Allows persons born before January 1, 1968, to receive the maximum number of benefit units under the Trust Program if they have paid the premium for at least one qualifying year.
