On page 4, beginning on line 24, strike all of subsection 3

Renumber the remaining subsections consecutively and correct any internal references accordingly.

On page 5, beginning on line 19, after "with" strike "a credit union as defined in RCW 31.12.005" and insert "one or more state-based financial institutions regulated by either chapter 31.12 RCW or chapter 30A.04 RCW"

EFFECT:

Permits the Washington Student Loan Program to be considered a need-based financial aid program by removing the specification that a state student loan may not exceed a student's cost of attendance, minus all gift aid the student receives.

Removes the requirement that the state student loan be awarded before federal and private student loans.

Requires the Washington Student Achievement Council to contract with one or more state-based financial institutions for loan origination instead of a credit union.
