On page 3, line 32 of the striking amendment, after "means" strike "the state government, a local government," and insert "a local government"

On page 5, line 3 of the striking amendment, after "(ii)" strike "An appropriation" and insert "A loan from the state to be paid back within five years"

EFFECT: Limits membership of the cooperative to local and tribal governments. Requires a loan with a five-year term rather than an appropriation from the state to capitalize the cooperative.
