On page 6, beginning on line 16, after "standards" strike all material through "31" on line 17 and insert "by November 1"

On page 6, line 29, after "(3)" insert "Beginning November 1, 2022, and annually thereafter through November 1, 2024, the department of labor and industries must report to the appropriate committees of the legislature on the number of approved electrical apprenticeship programs, broken down by:

(a) Non-joint individual employer programs, where the program is sponsored and administered by an individual employer;

(b) Non-joint group programs, where the program is sponsored by a group of employers and administered by an apprenticeship committee;

(c) Joint individual programs, where the program is sponsored by an individual employer and a labor organization and administered by a joint apprenticeship and training committee;

(d) Joint group programs, where the program is sponsored by a group of employers and a labor organization, and administered by a joint apprenticeship and training committee; and

(e) Any other existing category of program by sponsor and administrator type.

(2) The report must include:

(a) The location and capacity of approved programs;

(b) The number of training agents; and

(c) A gap analysis of the number of electrical trainees that would be required to complete an approved apprenticeship program and the availability of training programs and agents.

Correct the title.

EFFECT:   Delays the requirement that an applicant complete an apprenticeship program to be eligible to take the examination for a journey level electrician certificate of competency from July 1, 2023, to July 1, 2025. Requires the Department of Labor and Industries (L&I) to submit reports to the Legislature regarding approved apprenticeship programs. Extends the deadline for L&I to conduct outreach and offer technical assistance by one year.
