EFFECT:   Makes the following changes to the underlying bill.

Adds two clauses to the bill's intent section, stating Washington undertakes to prevent frivolous legal actions against peace officers and their employers, and that the legislature intends to provide a remedy when a peace officer or their employer maliciously and in bad faith violates the state Constitution or certain state laws.

Removes subsection (2) from the bill's intent section, removing the legislature's findings regarding remedies and statement of intent regarding preclusion of qualified immunity.
