On page 100, after line 32, insert the following:

"(8) Nothing in this chapter provides authority for the department to adopt, by rule, a refund value that exceeds the 10 cent refund value for qualifying beverage containers that is established under this chapter."

EFFECT: Clarifies that the Department of Ecology is not authorized to adopt a rule that establishes a refund value for qualifying beverage containers that exceeds 10 cents.
