EFFECT:   Strikes the provision specifying that original manufacturer equipment or parts sold or leased in Washington for the purpose of providing security-related functions may not exclude diagnostic, maintenance, and repair information necessary to reset a security-related electronic function from information that is provided to owners and independent repair providers. Strikes the provision specifying that information necessary to reset an immobilizer system or security-related electronic module may be obtained by owners and independent repair providers through the appropriate secure data release systems.
