On page 49, after line 18, insert the following:
"(10) No penalty may be assessed on an individual or resident for the improper disposal of covered products in a noncommercial or residential setting."
EFFECT: Prohibits the assessment of a penalty on an individual or resident in a noncommercial or residential setting for the improper disposal of covered products.
