EFFECT:   Delays the date from January 1, 2025, to July 1, 2025, for the requirement that the Department of Licensing (DOL) develop a model policy for the DOL and the governing units of city, county, and multijurisdictional jails to assist individuals in custody within obtaining an identicard.
