On page 1, beginning on line 14, after "(a)" strike everything through "consumers" on page 2, line 36, and insert "The State of Washington has taken significant strides in recent years to address the growing housing crisis by enacting legislation that promotes increased housing supply, including measures to streamline permitting processes, incentivize affordable housing development, and protect tenant rights. These efforts are necessary to ensure all residents have access to safe and affordable housing.
(b) The Legislature also finds that rent increases have slowed down in recent years, and statewide data shows a slight decrease in 2023. However, localized variations and concerns about future rent hikes persist, particularly for low- and moderate-income households. Striking a balance between tenant protections and promoting continued investments in housing production is crucial for long-term affordability.
(c) Therefore, the legislature intents to enact a comprehensive rent stabilization program that balances the need for increased housing supply with the critical goal of ensuring housing affordability for all residents. This program will establish fair and predictable annual rent increase limits, protect tenants from eviction without just cause, and promote investment in affordable housing development"
