On page 2, line 38, after "rejected." insert "If neither measure receives a majority of votes in its favor, both measures are rejected."

EFFECT: Provides that a competing ballot measure that receives the most affirmative votes is adopted only if it receives a majority of votes in its favor; otherwise both measures are rejected.
