EFFECT: Removes a requirement for the State Treasurer to withhold certain revenues from a city upon notification from the Department of Commerce that the city has failed to issue a project permit for permanent supportive housing, transitional housing, indoor emergency housing, or indoor emergency shelter within 30 days of a determination of noncompliance.
