EFFECT:   Requires the Attorney General, in determining whether a material change transaction fulfills requirements, to consider whether the transaction will result in the development of measurable strategies to address health inequities and promote access to services in communities. Removes consideration of whether the transaction will rectify historical and contemporary factors contributing to a lack of health equities or access to services.
