On page 23, after line 2 of the striking amendment, insert the following:

"NEW SECTION. Sec. 25. The requirements of this act do not apply when all parties to a material change transaction have never provided reproductive, end-of-life, or gender affirming health care services as a core element of their practice."

Renumber the remaining sections consecutively and correct any internal references accordingly.

On page 23, at the beginning of line 9, strike "25" and insert "26"
