EFFECT:   Adds regional fire protection service authorities with assessed values under $5 billion to qualifying special purpose districts authorized to follow the existing process for filling vacancies on their governing bodies. Removes water-sewer districts with assessed values under $5 billion from qualifying special purpose districts authorized to follow the existing process for filling vacancies on their governing bodies and requires all water-sewer districts, regardless of their assessed values amounts, to follow the newly created process for filling vacancies.
