EFFECT: Specifies that for the purposes of the density bonus and affordable housing requirements, affordable housing is defined as residential housing in which the monthly costs, including utilities other than telephone, do not exceed 30 percent of the monthly income of a household whose income is 60 percent area median income (AMI) for rental housing and 80 percent AMI for owner-occupied housing.
