On page 26, line 34 of the striking amendment, after "services." insert ""Harm reduction programs" do not include programs or activities that facilitate, promote, or otherwise condone the use of drugs."

EFFECT: Provides that, for the purpose of the provision related to siting essential public facilities, "harm reduction programs" do not include programs or activities that facilitate, promote, or otherwise condone the use of drugs.
