EFFECT: Requires the court to determine an appropriate sanction if it finds by clear and convincing evidence, rather than by a preponderance of the evidence, that an applicable person willfully abandoned or demonstrated a consistent failure to substantially comply with recommended treatment or services, or complete court-ordered community service, as part of an agreed condition of probation for certain drug offenses.
