AN ACT Relating to water pollution; and adding a new section to chapter 90.48 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 90.48 RCW to read as follows:

          Local health departments shall conduct a review and assessment of the pollution impact of all significant outfalls and discharges into Puget Sound or ground water and drinking water resources connected to Puget Sound.

          Those outfalls or discharges that are found by a health department to be a threat to public health or safety or to the quality of Puget Sound waters or waters entering Puget Sound shall be identified, the originators of the discharge located, and corrective plans adopted and enforced to mitigate the threat or pollution.

          Health departments are empowered to assess fines, adopt rules and regulations consistent with this section, and impose fees or assessments upon water and sewer companies and districts in order to fund programs and projects under this chapter.
