AN ACT Relating to reduction of the student per classroom teacher ratio in grades kindergarten through three; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The superintendent of public instruction shall design and conduct a pilot program in five geographically diverse school districts, including urban, rural, large, and small districts, to implement a student to classroom teacher ratio of twenty students to one classroom teacher in grades kindergarten through three as follows:

          (1) The pilot program shall commence in the 1985-86 school year and terminate at the end of the 1986-87 school year.

          (2) The superintendent of public instruction shall report to the applicable standing committees of the legislature by December 1, 1987, on the costs of the pilot program, achievements of students, and projected costs of the state-wide application of the student to classroom teacher ratio used in the pilot program.

          This section shall expire June 30, 1987.

 

          NEW SECTION.  Sec. 2.     The sum of ..... dollars or as much as may be necessary, is appropriated for the biennium ending June 30, 1987, from the general fund to the superintendent of public instruction for the purpose of allocation to the pilot school districts to implement the reduction of the student to teacher ratio in grades kindergarten through three under section 1 of this act.
