AN ACT Relating to the student to teacher ratio; adding a new section to chapter 28A.58 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.58 RCW to read as follows:

          The legislature recognizes the importance of, and wishes to encourage, parental involvement in the education of their children.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.58 RCW to read as follows:

          (1) Individual classrooms which have a program effectively and consistently using parents and/or volunteers to assist teachers in the educational instruction of students in grades kindergarten through three shall be eligible to apply for a grant of up to one thousand dollars per classroom for the purchase of books or educational materials to be used directly by students.  The grants shall be awarded annually.  This is an enrichment program and not part of basic education.

          (2) The state board of education shall adopt rules defining qualifications for the grant and simple application procedures and award the initial grants by September 1, 1986.

          (3) Each school which receives a grant for a classroom or classrooms under subsection (1) of this section, shall establish or use an existing advisory committee to determine how the grant money shall be spent to benefit the classroom or school.  The advisory committee shall include, but not be limited to, a parent, a teacher, and an administrator from the school receiving the grant.

 

          NEW SECTION.  Sec. 3.     The sum of forty thousand dollars, or as much thereof as may be necessary, is appropriated to the state board of education from the general fund for the biennium ending June 30, 1987, for the purposes of this act.
