AN ACT Relating to state government; adding a new section to chapter 41.04 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     It is the intent of the legislature that the executive branch of government seek to enhance productivity and the quality of its programs through direct employee participation; the underlying assumption being that such participation will result in useful suggestions for improving work methods and quality control, and for increasing employee commitment to implementing these changes.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 41.04 RCW to read as follows:

          Each agency head in the executive branch of state government shall adopt policies designed to implement the "quality circle" method of increasing productivity.  For purposes of this section, the term "quality circle" has its customary meaning as a small group of employees who:  (1) Perform the same kind of work; (2) volunteer to meet periodically to discuss production, quality, and related problems; and (3) investigate the causes of production and quality problems, recommend solutions to the problems, and agree to take corrective actions to the extent of their authority.

          The policies required under this section shall be adopted and enforced no later than sixty days after the effective date of this act.
