AN ACT Relating to higher education; and adding a new section to chapter 28B.10 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28B.10 RCW to read as follows:

          (1) The legislature finds that state funding for off-campus programs and for credit courses for working adults is not consistent among the four-year institutions of higher education.

          (2) The office of financial management, in consultation with the higher education coordinating board, shall develop guidelines for funding (a) off-campus programs, and (b) credit courses that are designed for employed persons and available outside of normal working hours, both on and off-campus.  The funding guidelines shall be initiated in the 1987-89 biennial state budget and budget documents shall include cost center information.  It is the intent of the legislature that off-campus programs shall not be funded above cost.
